This updates the test workflow to get rid of the The set-output command is deprecated and will be disabled soon warnings and bumps the other actions.

• Updates all actions/checkout to v4 with persist-credentials: false.
• Updates Swatinem/rust-cache from v1 to v2 which reduces the caching time from 2+ minutes to around 10 seconds on a new cache save.
• Updates EmbarkStudios/cargo-deny-action from v1 to v2 to allow for latest cargo-deny to be used.
• Replaces actions-rs/toolchain, which is archived, with dtolnay/rust-toolchain.
• Removes actions-rs/cargo, which is archived, in favor of doing run: cargo +${{steps.toolchain.outputs.name}} $CMD.
